Media Registration in Ukraine

A modern media project may operate in different formats: a printed publication, online media, information portal, magazine, newspaper, thematic website, video service, or another media resource. For lawful and secure operation, it is important to correctly determine the legal status of the project, the applicable registration procedure, and the scope of obligations before the regulator.

VINCO’S Legal Company supports clients with media registration, preparation of documents for the National Council of Television and Radio Broadcasting of Ukraine, structuring of editorial activities, and verification of the media name, ownership structure, domain names, language of distribution, territory of distribution, and other important parameters.

Important. The former procedure for state registration of print mass media through the Ministry of Justice is no longer the current regulatory model. Today, media activity is regulated by the Law of Ukraine “On Media”, and the key regulator in this area is the National Council of Television and Radio Broadcasting of Ukraine.

What Is Considered Media?

The Law of Ukraine “On Media” uses the modern term “media” instead of the outdated term “mass media”. Media is a means of disseminating mass information in any form that is published periodically or regularly under editorial control and has a permanent name as an identifying feature.

Media may include printed publications, online media, audiovisual media, audio media, audiovisual service providers, and other entities operating in the media sector.

Which Media Must Be Registered?

The registration procedure depends on the type of media. Some media entities are subject to mandatory registration, while for others registration is voluntary.

Type of media

Registration

Comment

Broadcasting without use of radio frequency spectrum

Mandatory

Applies to certain linear media operating without radio frequency spectrum.

Audiovisual media on demand

Mandatory

Registration is required before starting the relevant activity.

Audiovisual service providers

Mandatory

The applicant provides information on technology, territory, list of channels, and other details.

Video-sharing platform providers

Mandatory

The law establishes separate requirements for such entities.

Print media

Voluntary

Registration may be useful to confirm status, work with partners, and participate in state support programs.

Online media

Voluntary

Registration may increase trust in the project and simplify official communication with public authorities.

Why Register Print or Online Media If Registration Is Voluntary?

Voluntary registration may be useful for media projects that plan to operate publicly, attract partners, participate in grant programs, officially confirm their editorial status, or build the reputation of a professional media outlet.

A registered media entity receives the official status of a registrant and is entered into the Register of Media Entities. Information from the Register, except for data that may not be disclosed, is open and publicly available.

It is also important that public authorities and local self-government bodies may provide state grants, other forms of state support, and order works or services only from registered media.

What Information Is Required for Registration?

The scope of information depends on the type of media. For a legal entity, the application usually includes identification data, address, contact details, the head of the entity, the ultimate beneficial owner, and information on the type and description of media activity.

For print media, it is usually necessary to determine:

  • the name of the print media outlet;
  • the type of print media;
  • the frequency of publication;
  • the territory and method of distribution;
  • the language or languages of distribution;
  • information about the entity exercising editorial control.

For online media, the applicant should prepare, in particular:

  • the name of the online media outlet;
  • the type of online media;
  • domain names through which the media is available on the Internet;
  • information about domain name registrants;
  • IP address or IP address range, where applicable;
  • contact details and information about the media entity.

Main Stages of Media Registration with VINCO’S

  1. Initial consultation and determination of the media type.
  2. Analysis of the activity model: print media, online media, audiovisual service, or another format.
  3. Verification of the name, domains, ownership structure, and editorial control.
  4. Preparation of the application for registration of a media entity.
  5. Preparation of the document package and supporting materials.
  6. Preparation of details for payment of the registration fee.
  7. Submission of documents to the National Council.
  8. Communication with the regulator if requests or clarifications arise.
  9. Receipt of the registration decision and entry of information into the Register.
  10. Transfer of the final document package and recommendations for further operation to the client.

Timeline and Official Fee

After receiving complete information and documents, the National Council adopts a decision on registration of the media entity, enters the information into the Register, and notifies the applicant within one month from the date of receipt of the application.

A registration fee is payable for registration of a media entity. The fee equals the subsistence minimum for able-bodied persons established as of January 1 of the year in which the application is filed. As of 2026, this amount is UAH 3,328.

Risks of Preparing Documents Without Legal Support

Errors in the application or incorrect determination of the media type may delay the procedure, require repeated submission of documents, or create issues in further operations.

  • incorrect determination of the media type;
  • inconsistency between the media name or domain name and the declared activity model;
  • incomplete information on owners or ultimate beneficial owners;
  • incorrect determination of the territory or method of distribution;
  • errors in information on language, frequency, or editorial control;
  • incorrect payment or lack of confirmation of the registration fee;
  • absence of internal editorial documents or policies required for stable media operations.
